The following is taken from a Wisconsin Department of Administration press release.

March 7, 2006

Software Selected for IBIS Project

Oracle’s PeopleSoft Enterprise Solution software has been selected for the State’s Integrated Business Information System (IBIS) project.

The project will produce a standardized infrastructure to replace an assortment of outmoded business processes throughout state government that presently include more than 38 different human resources and payroll systems, and more than 59 financial management systems.

“This is an important step in modernizing the State’s administrative operations,” Secretary Steve Bablitch said in a press release issued today. “When this project is completed we will be using the same tools that the private sector has employed for years. An integrated approach to administrative functions such as human resources and procurement will give us the information we need to leverage fully our buying power, eliminate duplication, and further streamline business processes. All of this will lower the State’s costs and result in savings for the taxpayers.”

At least 20 other states have, or are in the process of implementing similar administrative systems.

The department issued an Intent to Award for the PeopleSoft Enterprise Solution yesterday, and will immediately begin negotiating a contract with the company. The PeopleSoft product was recommended by an evaluation committee comprised of six state civil service employees and one member from the private sector. The process was independently audited and observed by former State Auditor Dale Cattanach.

Bill:  I really liked your blog entry about how the charter set up two different sides to IBIS.

"Some experienced staff may be skeptical of the new system and doubtful about the benefits, while others won't." 

Well, ok, gee I wonder how where the skeptics come from?

It's nice of us to discriminate between those who actually care about how taxpayers dollars are spent, and those who are just along for the ride.

Maybe they've heard, and I hear that Oracle is well.., fairly proprietary and does not interface well with other systems.

Don't forget the UW tried to put in a big consolidated system like this and it was a disaster.  Consolidation is not always the answer, in fact it can be darn right difficult, is it not?

If you want less skeptics you could start by putting together the names of all the people who put this project together, INCLUDING THE EVALUATION COMMITTEE, also include the research, the numbers, everything. 

Put it in a blog, inform us, don't play the lets choose sides game, its to childish.

I've always suspected that skeptics come from Pompano Beach, Florida.  That's where my cousin Leroy is from -- talk about a skeptic.....
 
Anyway, those of here at DOA/DET are not underestimating what we're up to.  Speaking for myself, I've been with the state since 1977 (worked in a psychiatric hospital before that) and have been in IT development (mostly apps) since 1980 - and I'm one of the newer ones here.  IBIS is the biggest project I've ever been involved with.  I've been in on some big ones and have spent my share of nights in basements watching the bits increment on consoles, hoping things don't fall apart.  My hair is getting gray (according to my daughter, anyway) and I like to think I've earned every one of my gray hairs.
 
We know that there would be challenges (shall we say) with whatever product the evaluation committee would have chosen.  We'll be counting on lots of experienced folks to make the interfaces work.  If they can make our current systems function (and they do every day), they'll be able to make the new systems work.
 
Sometimes, I ride the bus with a guy who works at UW-DoIT on PeopleSoft and he's got gray hair, too.  We're counting on getting good advice from the UW folks, and not only while riding the bus.  In a prior life, I worked with some of the DoIT staff (payroll types), so some of the informal connections are good.  People in the chain of command on both sides are working to make "official" communications just as good.  The UW has taken a lot of heat lately, as you know if you read the Madison news.  But everybody knows that the UW has hundreds of very talented folks and tons of people are falling all over themselves to land a job at DoIT (trust me) and we all know why - it's a great shop in a very interesting environment with highly talented people who know what they're doing.  So they've got a lot to offer and we'll take maximum advantage.
 
Thanks, Fred, for posting links to the two reports:  the report of the evaluation committee and the report of the independent auditor (Dale Cattenach, former state auditor).  As of this morning, both of these are also posted on the IBIS site -- http://ibis.wi.gov/ .  The evaluation committee report includes the names of the members.  Check it out.

Due to my work , I use some applications of PeopleSoft for a while. I truly believe it is a real application for goverment or enterprise. It is complex, scalable and has strong features. Maintainence is not a easy work but I think that is not problem here.
